Apply for a flyer or promotional activity permit
Businesses, community groups and individuals can apply for a permit to hand out flyers, samples or promote their services and businesses in public spaces.
This activity allows the permit holder to engage with people passing in a courteous manner and display their promotional items on a table or within a marquee.
The charge for permits can be found in Council’s fees and charges. The charge is dependent on the size and scale of the promotion.

Election promotion conditions
The following conditions have been established to regulate state and local election activities within the Willoughby local government area.
NSW State and local Council election candidates wishing to hand out flyers in the Willoughby LGA can apply for a free permit through Willoughby Council’s ebookings portal.
Public liability insurance
Current Councillors are covered under Willoughby City Council’s public liability insurance policy. New candidates that are registered with the Electoral Commission are covered under Willoughby City Council’s community support liability insurance policy. Volunteers onsite are also covered by Willoughby City Council’s community support liability insurance policy.
Permit conditions
- Permit requests must be made at least 2 weeks prior to your first booking date.
- A maximum of two volunteers per location are permitted.
- Temporary A-frames, posters and signs are to be weighted down or monitored by staff.
- Blocking of footpaths is not permitted.
- Approach the public courteously.
- Spruiking or amplifications used is not permitted.
When placing in your booking, title the booking in the following format: 'Flyer – Elections – Name of candidate – Date of booking'.

- Chatswood – Outside The Concourse Victoria Ave
- Chatswood – Chatswood Chase entrance Victoria Ave
- Chatswood – Westfield Entrance Victoria Ave
- Artarmon – Hampden Rd
- Castlecrag – Edinburgh Rd
- Naremburn – Willoughby Rd
- Northbridge – Sailors Bay Rd
- St Leonard's – Pacific Hwy
- Prepare your supporting information:
- Description of your activity.
- Businesses and community groups - Evidence of current public liability insurance with a minimum cover of $10,000,000.
- Images – Photos of your sampling products or example of your flyers.
- Register an account on Council’s eBooking system and request a location, date and time for your activity. Only dates 7 days or later will be available.
- You will receive an invoice via email if approved. Login to your account on Council’s eBooking system and pay for your permit.
- Once paid, you will receive the digital permit via email.
- Start promoting in the area you've booked.
